BUFFALO, NY (WIVB) - The VA has begun handing out big lump sum checks to vets who are still waiting for the bureaucracy to churn out their long awaited GI education benefits.

Local Air Force Veteran Stephen Miller stopped by the Department of Veterans Affairs this morning, hoping for relief.

He's been struggling with living costs while attending nursing school.

"Doing a little work here or there but depending on my girlfriend - she works full time. She's been helping out but it's been a stressful couple months," said Miller.

Veteran Jamie Lynn Winkler is in a similar situation, juggling a job and a demanding course load in advanced nursing.

"I just work extra and extra jobs to make ends meet," said Winkler.

Today, the VA began to disburse emergency payments of up to $3,000 to nearly 25,000 veterans nationwide who have yet to receive the money promised by the post 9/11 GI Bill.

The delay is being blamed on an overwhelming response, and an outdated IT system.

"Now I can concentrate. I've got hard classes so now Iess stress off your shoulders it's nice," said Miller.

"Veterans should be able to focus on their school and education and not worry about financial troubles," said Donna Terrell, VA Regional Director.

Jamie-Lynn's relief came in the form of tears when handed the check. She's been in the military since 1995, with tours in Germany, Kuwait and Iraq.

"I come from a family that has to struggle and to have education paid for... it's amazing," said Winkler.

The GI Bill is still in its infancy. VA Officials expect the process will be much more efficient next year.

Despite the delay, these veterans are grateful.
