Buffalo tops list at number five

A new study confirms what many people already say about Buffalo, it's hard to "get by" here.

The Council for Community and Economic Research considered unemployment rates, cost of living and number of home foreclosures among other critera.

Buffalo finished fifth in the survey.

Providence, Rhode Island topped the list.
