BUFFALO, N.Y. (WIVB) - In the wake of the storms and flooding, Governor Paterson has declared States of Emergency for Erie, Chautauqua and Cattaraugus Counties.

State leaders are expected to meet Tuesday to discuss a plan of action for helping those affected.
