BUFFALO, N.Y. (WIVB) - It looks like another heated battle is smoldering in the state's repeated quest to collect taxes on Indian cigarette sales.

The State Tax Department is rolling out a new plan, which would require manufacturers to not send their tobacco products to non-taxing Indian retailers. Governor Paterson's new plan would also snuff out the policy of not collecting taxes on Native cigarette sales to non-Indians.
