Convicted sex offender faces new charge

OLEAN, N.Y. (WIVB) - A convicted sex offender was arraigned Monday on a new sex abuse charge and failing to inform the NYS Sex Offender Registry of changes.
Nicholas Harper, 34, of Olean was convicted in 2004 of third degree rape and third degree criminal sexual act. Those charges involved a 15-year-old girl.
Harper is again facing a charge of third degree criminal sexual act. Prosecutors say he engaged in oral sex with another person without that person's consent.
Harper is also charged with failing to notify the NYS Sex Offender Registry of changes though January and July of 2012.
In court on Monday, Harper pleaded not guilty. He is due back in court at a later date.
