Driver sees body, man accused of murder

CARLTON, N.Y. (WIVB) - A school bus driver made a horrible discovery in Orleans County Monday morning. A woman was found dead along the side of the road in the Town of Carlton.

The body of 53-year-old Rachel Miller was found near a guardrail on Oak Orchard River Road. The bus driver called 911 around 7 a.m.

Orleans County Undersheriff Steven Smith said, "Upon their arrival, they found the victim deceased we began our investigation at that time."

"There was a great deal of blood on her body, Her body has been taken to the Monroe County Medical Examiner's Office for autopsy and for forensic investigation. At this point we can't determine the extent of her injuries," said Orleans County Sheriff Scott Hess.

According to Hess, Rachel Miller was laying lifeless, partially clothed, on the side of Oak Orchard River Road about 150 yards from her home.

"Subsequent investigation led us to believe that the individual came from a nearby home and a gentleman inside the home was apprehended, brought to the station, and interviewed. We subsequently arrested him on the charge of Murder in the 2nd Degree," said Hess

Deputies took her boyfriend, Frederick Miller, 61, into custody. He has been charged with second degree murder. Authorities say though the two shared the same last name, they are not married and are not related.

Police say it appears the pair began fighting inside the home before moving down the street to where her body was found.

"He was cooperative, as he was talkative beyond that I am not willing to share any more information," said Hess.

Hess says possibly a weapon and the suspects bare hands were used to kill Miller.

"There was a piece of evidence recovered adjacent to the body. We're not willing to share that with you at this point," said Hess.
