Frazier was involved in an incident with a parole officer earlier that morning. He allegedly had a gun in his possession and was accused of stealing a parole officer's vehicle.
Frazier was released to the community in 2009. He was released under Strict and Intensive Supervision and Treatment (SIST) authorized by the Civil Confinement Law, which requires the civil confinement or strict post-release supervision of New York’s most dangerous sex offenders.
Thursday afternoon, police say Frazier shot himself before authorities could take him into custody.
