BUFFALO, N.Y. (WIVB) - A parole hearing is set for Monday for southern tier man convicted of rape and murder .
Edward Kindt was convicted in the Mother's Day killing of Penny Brown, who was attacked while jogging with her dogs in Salamanca in 1999.
Kindt was 15-years old and is up for parole again Monday.
The state passed "Penny's Law" in honor of the victim that calls for stiffer sentences for juveniles convicted of second-degree murder.
