JAMESTOWN, NY (WIVB) - Early Friday morning a Chautauqua County Sheriff's Office patrol noticed a man blocking traffic in the middle of East Second St. in the City of Jamestown.
Deputies say they then saw the man intentionally slap a moving vehicle that had slowed down to avoid hitting the man.
Deputies identified the man as 18 year old Jose L. Maisonet of Jamestown and placed him under arrest. Maisonet is now facing charges of disorderly conduct. He was given an appearance ticket for a later date in Jamestown City Court.
