Man charged with kidnapping, assault

CARROLLTON, N.Y. (WIVB) - Deputies took a man into custody they say assaulted, strangled and kidnapped his victim after a domestic incident on the southern tier.

Seneca Nation marshals spotted a car on the side of the road on Route 219 in the Town of Carrollton and stopped to check on the occupants. Suspecting a domestic incident, the marshals called the Cattaraugus County Sheriff's Office.

Deputies investigated and determined 39-year-old Dean Pepper had kidnapped his victim after assaulting and strangling the victim in the City of Olean. Pepper then allegedly drove until pulling over in the Town of Carrollton.

He was taken into custody and is being held in the Cattaraugus County Jail on $25,000 bail. Authorities have charged him with second degree assault, second degree kidnapping, second degree strangulation, first degree coercion, and third degree aggravated unlicensed operation.
