ROCHESTER, N.Y. (WIVB) - Rochester Police Chief James Sheppard has a novel approach to the city’s gang problem. He is sending out letters to gang members.

The letters let the gang members know that police officers know who they are and that gang violence will not be tolerated.

Rochester has seen an increase in the gang-related shootings.
