Gov. Cuomo said, "Now you're going to feel the power of New York. You know when they say you drop a pebble in the pond and the circles ripple out? Well when you're in New York and you pass this law, you drop a boulder in the pond."
"New York gives us the credibility to say to every State, every State legislature, every State governor, why not marriage? Just tell me. What is the rational reason for discriminating against gay people? Just give me a rational answer. And they can't," added Gov. Cuomo.
