BUFFALO, N.Y. (WIVB) - Governor Paterson is also promising to play hardball with what he calls a "delinquent" legislature.
He'll be leading lawmakers in a special budget session Wednesday.
They'll be discussing the soda tax, a property tax cap, the sale of wine in grocery stores, and a measure allowing SUNY schools to set their own tuition.
The Senate needs to approve a single revenue bill to complete the budget, which is nearly 5 months late.
