ROCHESTER, N.Y. (WIVB) - A controversial program starts in Rochester city schools Monday. All city schools will be handing out condoms to high school students.
The district is doing it because they were 1,000 teenage pregnancies in the city back in 2010. On top of that, half of all HIV infections are in people ages 15 to 24.
There is an option for parents to opt out of they don’t want their children getting condoms.
