Woman finds dead dogs behind dumpster

DUNKIRK, N.Y (WIVB) - The Dunkirk Observer reports that a woman claims she saw an Animal Control Officer leave garbage bags behind a dumpster behind a Family Dollar Store.

The woman and co-workers say they checked out the bags and found two dead dogs.

The Mayor reacted to the news by saying the dogs should have been placed in a city-owned dumpster.
