ALBANY, N.Y. (WIVB) - All the taxes and fees could be chasing New Yorkers right out of the state.
A new report by the Empire Center for New York State policy found about 8% of the state's population moved out between 2000 and 2008.
Florida was the top destination, followed by New Jersey.
