ALBANY, N.Y. (WIVB) - A candidate for State Senate challenged Albany lawmakers to make some major changes in government.

Democrat Tim Kennedy says the legislature can lower taxes on New Yorkers by capping property taxes, reforming medicaid, streamlining state government and end member-item spending.

Kennedy had harsh words for lawmakers who he says collect a check and don't get their job done.

Tim Kennedy said, "New York State's budget is four months late, four months late. While their paychecks have been withheld, over the course of the past four months, the Albany incumbents are provided a check every day of $171 in per diem stipends. This is wrong."

Kennedy is challenging Bill Stachowski for the 58th district seat.
