Collins to deliver annual address

BUFFALO, N.Y. (WIVB) - Erie County Executive Chris Collins will outline his plans for the future.

The county executive will give his annual State of the County speech, Thursday morning at 11 am.

The county's financial challenges and the lawsuits over conditions at the county's jails are expected to be addressed.
