NEW YORK (WIVB) - A Democrat has pulled off a surprising victory in northern New York in a special election that's captured national attention.

Bill Owens defeated Conservative Doug Hoffman to capture New York's 23rd district congressional seat.

It's the first time in 16 years the district has elected a Democrat.

Hoffman had drawn the endorsements of national figures including Rush Limbaugh and Sarah Palin.
