ELLICOTT, N.Y. (WIVB) - A man was arrested on the southern tier after authorities received a call from his acquaintance, who reported the man was using his car without permission.
State Police received the call on Saturday and found 36-year-old Wayne Serra of Bolivar on the I-86 in the Town of Ellicott. Troopers say Serra was drunk and failed field sobriety tests.
Serra has numerous DWI convictions and was driving on a revoked license. Troopers arrested him for DWI, first degree aggravated unlicensed operation, consuming alcohol in a motor vehicle and refusing a breath test.
He was taken to Chautauqua County Jail without bail.
