MEXICO CITY (AP) — Mexican President Enrique Pena Nieto is giving his first state-of-the-nation address on the heels of a political victory: lower-house passage of a key education reform.
The House of Deputies has approved a measure requiring teacher evaluations just hours before Pena Nieto gives Monday's speech.
The measure calls for mandatory assessment of teachers to maintain their jobs and to receive promotions. Teachers can inherit their positions under the current system.
The bill had been shelved last week amid massive teacher protests that snarled Mexico City and even caused Pena Nieto to postpone his annual address by one day.
Pena Nieto is scheduled to publicly release his annual report on the state of Mexico's economy, security, health and other aspects.
