OAKFIELD, N.Y. (WIVB) – The former treasurer of the Oakfield Fire Department was sentenced Monday for paying her personal bills with the department’s money. Samantha Hilchey, 31, of Batavia, was ordered to pay $16,281 in restitution. She also got three years probation.

New York State Comptroller Thomas DiNapoli’s office found that she stole the money through a variety of bank or cash transactions in 2012 and 2013. They also found that $4,340 in cash from a Mother’s Day raffle was unaccounted for.

DiNapoli found it was possible for the scheme to be carried out because the board didn’t carry out proper internal controls. They gave the department recommendations to carry out, including auditing claims, reviewing bank statements monthly, keeping records of raffle funds and maintaining up-to-date accounting records.
