ARKWRIGHT, N.Y. (WIVB) — One person was killed in a two-vehicle crash on Saturday night in the Town of Arkwright, New York State Police announced Monday.

Police say a Chevrolet Trailblazer traveling southbound on Center Road failed to stop at a stop sign and struck a Ford F-150 traveling westbound on State Route 83. As a result of the collision, 71-year-old Linda Kraemer of South Dayton, N.Y., the passenger in the Ford F-150, was ejected from the vehicle and pronounced dead at the scene.

The driver of the F-150, 71-year-old Gary Kraemer of South Dayton, was transported to Brooks Memorial Hospital with non-life-threatening injuries. The driver of the Chevrolet Trailblazer, 59-year-old Randall Rolison, of Jamestown, and two passengers were also treated for non-life-threatening injuries.

According to State Police, Rolison is the same man charged with striking and killing a 15-year-old girl in a Jamestown hit-and-run incident on New Year’s Eve last year.

“Every fatality is a loss of life and is very tragic. I think to add to this level where less than a year ago he was involved in another fatal collision where he was the primary factor and he is out on bail like I said, this adds to it,” Trooper James O’Callaghan, pubic information officer for New York State Police Troop A, said Monday.

The Chautauqua County District Attorney’s office expressed frustration Monday afternoon with the judge’s decision in the hit-and-run case, as bail was set at $35,000 cash or $70,000 property bond, despite the DA’s recommendation of $500,000 cash or $1 million property bond.

We are pursuing a number of options available under the law for addressing the current situation, including seeking the revocation of Mr. Rolison’s bail so that he can be jailed pending trial on the indicted cases.  We are also actively working to develop information and evidence arising from Saturday’s accident which may lead us to file new charges against Mr. Rolison. We are doing everything within our power to ensure that justice is served and are fully engaged in the investigation into Saturday’s accident and in the process of developing and evaluating the evidence so that I make the right charging decisions going forward.”

The family and friends of Alexis Hughan told News 4 Saturday’s accident is very troubling for them. Hughan was the 15-year-old killed last New Years Eve after being struck by a tractor trailer while crossing the street, for which Rolison was charged and is awaiting trial.

“It hasn’t even been a year and something else has happened again,” Robert Hughan, uncle of Alexis Hughan, added. “You try to heal, and it’s like every step along the way, you’re getting kicked right in the teeth.”

A friend of Alexis Hughan said he believes the bail was too low, and placed the blame on the justice system, saying Rolison should have never been on the road this past weekend.

“We aren’t safe. You aren’t safe. Nobody is safe with him out there, and that’s a scary feeling,” Leo Allison, a friend of Hughan’s, said. “He just shouldn’t be on the streets. And if it is possible I would like his bail or his license to be revoked.”

Rolison had also been charged with criminal possession of a weapon following the New Years Eve incident, for which he also made bail, set at $50,000 cash or $100,000 property bond.

“It just didn’t make sense to me how they could hold him more at fault for the guns than they could hold on the life of Lexi,” Joshua Skinner, another friend of Hughan’s, said.

Hughan’s friends started a petition, asking for Rolison’s bail to be revoked while awaiting trial.

“Justice definitely needs to be served to everyone who is hurting,” Hughan’s friend Alyssa Spitale said.

An investigation into the crash is still ongoing. No charges have been announced at this time in Saturday’s fatal crash.
