Sheriff warns of contractor with a history of consumer ripoffs


The Erie County Sheriff’s Office is warning consumers to watch out for a local home improvement contractor who has a history of ripping off customers and other businesses.

Sheriff’s officials have received a number of complaints against JR Contracting and Handyman Services, based in Cuba, N.Y., and its owner Edward Kwiatkowski, Sr.

Kwiatkowski formerly owned and operated another home improvement company called Skyline Builders of Elma. In 2001, Kwiatkowski and one of his sons were prosecuted by the New York Attorney General for stealing from customers, and were sentenced to jail.

Now it seems history might be repeating itself, with customers of JR Contracting, also known as JR Construction, complaining of the same shoddy workmanship and threats as before.

A family member of one customer, asked News 4 not to use his name or address because he fears retribution after witnessing Kwiatkowski in a loud disagreement with a sub-contractor.

“Just verbally degraded him.  It was disgusting, the things he was saying,” so the family got as far away from the shouting match as they could, “We stayed in the house because it was a very, very heated argument.”

One of Kwiatkwoski’s sons, John, now says he has nothing to do with his father, and blames him for brininging down the family name with all of his scams.

“I am sick of this gentleman bringing the family name down. You are almost 80 years old, get out of the business, stop robbing people. Stay out of it–enough is enough.”

The Sheriff’s advisory also cautions consumers to watch out for the elder Kwiatkowski using the names of reputable businesses, such as Kwik Construction and Underdog Construction of Lancaster.

The New York Attorney General is receiving complaints regarding Edward Kwiatkowski, Sr., and consumers who feel they have been ripped off by Kwiatkowski or one of his businesses are encouraged to call the Attorney General’s Consumer Hotline at 853-8404.
